The Federal Bureau of Investigation (FBI) intends to award a sole source purchase order to Cellebrite Inc., 7 Campus Drive, Suite 210, Parsippany, New Jersey 07054 for the following products and service: • UFED Analytics Enterprise Software (Quantity 1) (Product Code (S-UFD-01-007) • Premium Language License, 10 Language Translation (Product Code: B-UFD-04-042) The North American Industry Classification System (NAICS) is 511210 with a business size standard of 38.5 million dollars. A quote is being requested under solicitation no. DJF-19-1300-PR-0003688. This will be a fixed price contract. Based on FBI market research, it has been determined that Celebrite, Inc. is the only source to meet the FBI requirement and no other supplies or services will satisfy the agency requirements. Due to this proprietary nature of the products requiring maintenance, no other sources are available to meet the Government's minimum need. The proposed contract action is for software and maintenance for which the Government intends to solicit and negotiate with only one source under the authority of 41,usc 3304. This notice is not a request for competitive proposals. Interested parties may indentify their interest and capability to respond by submitting a proposal to include technical qualifications and experience/pricing and any other information to Andrea Walker, Contracting Office, and address listed above. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1, Instructions to offeror-Commercial Items (OCT 2018): FAR clause 52.212-2, Evaluation Commercial Item (OCT 2014), FAR clause 52.212-4 Contract Terms and Conditions Items (OCT 2018); FAR 52.212-5 clause, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (May 2019). Each offeror shall include a complete copy of the clause 52.212-3 Offeror Representations and Certifications - Commercial Item (OCT 2018). A determination by the Government not to compete this proposed required is based upon responses to this notice and is solely within the discretion of the Government.
