In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine that the Telecommunications and Integrated Multimedia Environment (TIME) Audio/Video (A/V) systems hardware listed on DJF-19-1000-PR-0005687 is available from only one manufacturer (brand name only), and competition is precluded as there are no substitutes available. The Communications Support Unit (CSU) develops high quality, standardized, state-of-the-art A/V engineering solutions to constantly enhance business service for Federal Bureau of Investigation (FBI) employees and partners. As part of it mission, CSU has a need to upgrade the FBI's Executive TIME system. Specific characteristics of the TIME system that limit the availability to a sole source are the requested hardware when combined creates a unique system configuration that has been extensively tested and approved by security division for use on the TIME systems located in several FBI Executive conference rooms. These products allow for minimal installation time due to a standard build and design model. Only this suggested source can furnish the requirements, to the exclusion of other sources, because different hardware solutions would not integrate with current code being deployed.
