PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Ideal Innovations Incorporated (I3), 4401 Wilson Blvd Ste 210, Arlington, VA 22203-4195. The purpose of this acquisition is to complete the final phase of an existing two year handwriting decision analysis study with I3. This requirement is for technical support services to develop and execute a comprehensive decision analysis study to determine the reliability of forensic document examiners (FDEs) who meet the minimum qualifications provided in the ASTM E2388-11: Standard Guide for Minimum Training Requirements for Forensic Document Examiners and / or the Scientific Working Group for Forensic Document Examination (SWGDOC) Standard for Minimum Training Requirements for Forensic Document Examiners. This project's aim is to assess the performance of qualified FDEs working in the United States (US) in terms of accuracy, precision, and repeatability of decisions involving forensic comparisons of handwritten evidence. Task requirements include experimental design implementation (i.e. execution of the test), any logistics required during the testing phase, analytical support, software operation and maintenance, and statistical analysis. Deliverables include statistical analysis of the data and publication of results. This research contributes to the Laboratory Division's (LD's) objectives by addressing a critical need within the relevant forensics community (see references in Section 14.0 below) to assess the reliability of FDE decisions which are made based on the comparison of handwritten evidence. Additionally, this research contributes to LD objectives by identifying errors in FDE's decisions and connecting those errors to an FDE's experience level, training, methodology, or to the evidence. This knowledge can then be leveraged to reduce errors by implementing a re-evaluation of FDE suitability measures, their training programs, and / or their methodologies. The FBI intends to negotiate with only one source under the authority of 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
