The Federal Bureau of Investigation (FBI) intends to award a firm fixed-price, indefinite delivery/indefinite quantity, with a base year and four (4) 1-year option periods, on a sole-source basis to Life Technologies Corporation, 5791 Van Allen Way, Carlsbad, CA 92008, under the authority of FAR 6.302-1. Life Technologies is the only company that can provide the requested DNA analytical reagents, consumables and FBI installed replacement parts not covered under any warranty, and currently required by the FBI Laboratory. These reagents, supplies and parts include, (but are not limited to the following: Profiler Plus ID amplification kit, Cofiler amplification kit, ldentifiler amplification kit, 3130 XL Capillary Electrophoresis consumables, and 3730 Capillary Electrophoresis consumables, repair parts such as new syringes or buffer vials. The reagents and consumables from Life Technologies underwent an extensive developmental validation. The validation studies were done as mandated by the Quality Assurance Standards for Forensic DNA Testing Laboratories and Convicted Offender DNA Databasing Laboratories issued by the FBI Director, as well as the American Society of Crime Laboratory Directors. The FBI laboratory is unable to use any other reagents or consumables as Life Technologies is the only supplier of currently FBI validated DNA kits. This notice of intent is not a request for competitive proposals. However, interested parties are advised that no solicitation document is available for this requirement and may identify their interest and capacity by submitting a capabilities statement by 10:00am EST, September 27, 2019. The capability statement must reference solicitation number DJF-19-0700-PR-0004461. The capability statement should be emailed to the Contracting Officer at ecyork@fbi.gov or submitted by fax to 703-985-6103. The Government will not pay for any information received. A Justification and Approval (J&A) document is available upon request.
