PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The Federal Bureau of Investigation (FBI) intends to negotiate an Indefinite Delivery/Indefinite Quantity (IDIQ) with a base and four (4) 1-year option periods on a sole source basis with Tri-tech Forensics, Inc., 8770 Trade St. NE Leland, NC 28451, for the purpose of procuring supply DNA Buccal collection kits. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516 Analytical Laboratory Instruments Manufacturing; the size standard is 1,000 employees. The Federal DNA Database Unit (FDDU) was first mandated to begin collecting blood samples from individuals convicted of certain federal offenses and individuals convicted of certain offenses in the District of Columbia per the DNA Fingerprint Act of 2005. Since the legislation has expanded the scope of DNA sample collection in the federal jurisdiction to include individuals who are arrested, facing charges, or convicted, and from non-US persons detained under the authority of the US government. In order to collect a sample from these individuals, the FBI is mandated to provide a buccal sample collection kit to all Federal agencies. While there are many collection devices available, testing and evaluation of several different types of collection devices has been conducted in the past which has led to FDDU to select and integrate the "BODE" DNA Collector into the laboratory process final validation. As a result, only the brand name Bode DNA Collectors are authorized in the kits for use at the FBI Laboratory in Quantico. This procurement is for buccal sample collection kits with Bode DNA collectors only. This will be a sole source procurement as Tri-tech Forensics LLC. is the only authorized distributor of the buccal sample collection kits with BODE DNA collectors. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, September 27, 2019, by e-mail to the attention of Eliana York, Contracting Officer, at wcyork@fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. A Justification and Approval (J&A) supporting this procurement is available upon request.
