PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Life Technologies Corporation, 3175 Staley Rd., Grand Island NY 14072. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516; the size standard is 500 employees. In 2006, the FBI established the Rapid DNA initiative to develop instrumentation capable of performing point of collection DNA analysis. This process will greatly expedite the generation of DNA profiles and allow for real-time national database searches and ‘hit' notifications. The Rapid DNA technology enables hands free sample-to-profile DNA results in approximately 90 minutes. Implementing this technology will allow law enforcement to better focus their investigations as well as identify subjects of interest in real-time, therefore preventing arrestee release back into the general community. The FBI Laboratory acquired and evaluated an early version of the Rapid HIT ID instruments manufactured by IntegenX, a company which was recently acquired by Life Technologies. After acquiring IntegenX, Life Technologies made mechanical and chemical improvements to the Rapid HIT ID instruments and revamped its data analysis software to comply with the expert system automated analysis requirement for Rapid DNA instruments which had not been met previously. These changes made the previous version of the Rapid HIT ID instruments obsolete. Thus, the FBI Laboratory Division (LD) needs to acquire two of the new RAPIDHIT ID instruments in order to be able to evaluate these new enhancements and features prior to possible implementation for caseworking and databasing operations. Market research has determined that the LD's requirements can only be met by the instruments manufactured by Life Technologies Corporation. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, Wednesday 17 April 2019, by e-mail to the attention of Eliana York, Contracting Officer, at ecyork@fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. A Justification and Approval (J&A) supporting this procurement is available upon request. Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract.
