This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this Notice. This announcement constitutes the only solicitation for which quotations are being requested. Another written solicitation will not be issued. This Request for Quotation (RFQ) document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05, effective September 7, 2023. This will be a small business set-aside RFQ under NAICS code 332994 with small business size standard of 1,000 employees. This requirement is to provide Pistol Mounted Optic (PMO) Mounting Plates, Back Up Iron Sights (BUIS), and Installation of all parts, to include ATF purchased Leupold Delta Point Pro optics (vendor supplied mobile workspace). Installation shall be completed at the ATF Firearms Technology Division, in Martinsburg, WV. A Statement of Work (SOW) details the products and services required as detailed in the attached Statement of Work. THE PAGE LIMITATION FOR QUOTATION RESPONSES IS 10 PAGES. Vendors SHALL be registered and Active in the System for Award Management (SAM) system (www.SAM.gov) at the time of quotation submission, pursuant to FAR 52.204-7. In accordance with the FAR 52.212-2 fill-ins provided in the attachment, ATF will award a single purchase order to the responsible firm whose quote conforms to the RFQ and will be the most advantageous based on evaluation of technical capability and price in accordance with FAR 13 procedures. ATF may review the past performance/delivery of the seller to help determine its technical capability. The quote shall be submitted as a firm fixed price. In accordance with FAR 52.211-6 “Brand Name or Equal” ATF is allowing quotes for alternate items, provided those items meet all the salient physical, functional, or performance characteristics specified by this solicitation and Statement of Work. To be considered for award, quotes of "equal" products, including "equal" products of the brand name manufacturer, must follow the procedures found in FAR 52.211-6. If required information is not provided, the quote may be determined to be not technically capable. Technically capable is defined as meeting or exceeding the specifications found in the Statement of Work. Price will be evaluated in accordance with FAR 13.106-3 for fair and reasonableness determination. The selected vendor must comply with the following FAR commercial provisions and clauses, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The selected vendor must also comply with FAR 52.203-18, 52.209-11, and 52.211-6. The full text of these clauses may be viewed via https://www.acquisition.gov/far/. Additional ATF local and FAR clauses and provisions may be included in the award. ATF local and FAR clauses and provisions currently incorporated are included as an attachment to this solicitation. Additionally, provisions that require fill-ins for this solicitation are included on the attachment such as ATF-50, 52.204-24, 52.204-26, 52.209-5, 52.209-7, 52.209-11, 52.222-22. The vendor shall return these fill-ins with their solicitation response or confirm responses on SAM.gov registration. This is not a solicitation and is issued solely for information, planning purposes and market research. It does not constitute a Request for Quotes (RFQ) or a promise to issue an RFQ. This RFI does not commit the Government to contract for any supply or service. The Alcohol, Tobacco, Firearms and Explosives (ATF) is not at this time seeking Quotes. The purpose of this RFI is to seek information about existing contractors that can provide Pistol Mounted Optic (PMO) Mounting Plates, Back Up Iron Sights (BUIS), and Installation Services. The full requirement is detailed in the attached Statement of Work. ATF consistently seeks to obtain information and comments from public, private or other entities that will provide the agency with insight into market conditions that will aid in the refinements of requirements. This RFI is designed to conduct market research to determine the current level of availability in the current market. ATF is interested in obtaining information from contractors that can currently meet the requirements in the Performance Work Statement. Small businesses are encouraged to respond to this RFI in order to assist ATF in determining the potential level of interest, adequate competition, and technical capability of the Small Business community to fulfill this requirement. However, responses to this RFI are solicited from all interested parties. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. No literature will be returned to responding sources and each source is solely responsible for all expenses associated with submitting their literature. All information will be kept confidential and will not be disseminated to the public.
