1. PURPOSE The Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) intends to award 60-month, firm-fixed price, multiple-award, blanket-purchase-agreement (BPA) setups in accordance with FAR 13.5 for IN-PERSON, Court Reporter & Transcription Services (CRTS). ATF requires support NATIONWIDE (to all 50 states of America, the U.S.' territories, and the District of Columbia) per the DRAFT, Performance-Work Statement (PWS) that's attached. Therefore, potential sources shall review the DRAFT attachments before responding to this Notice. Then if the capable to satisfy/fulfill ATF’s requirement, said sources shall submit clear, convincing, and demonstrating information & evidence that would be advantageous to the Government, at its sole discretion, in determining/finalizing the acquisition strategy (i.e., set-aside, contract/purchasing vehicle, best-in-class solution, & NAICS code, etc.). The Government expects the submissions to not exceed five (5) pages, excluding the Excel file. Since this Notice does not commit the Government to contract for any supply or service, the Government will neither pay for any information nor reimburse sources for costs connected with this Notice. Rather, said source(s) will be entirely responsible for all costs associated with responding to this Notice. Responding to this Notice is optionaal; therefore, you can still participate in a future contract(s)/order(s)/agreement(s), if issued, even if you don't respond to this Notice. If a solicitation is released, then it will be issued through a government point of entry (i.e., SAM, eBuy, SEWP, etc.); therefore, said sources should monitor such sites for additional information pertaining to this requirement. ATF will not accept any unsolicited offers/quotations/bids/proposals related to this Notice since this is neither a solicitation nor a promise to issue a solicitation for said services in the future; additionally said unsolicited action would not meet the criteria in FAR 15.603(c). 2. INSTRUCTIONS FOR RESPONDING TO THIS NOTICE Potential sources with the capability and experience to satisfy/fulfill ATF’s requirement shall: respond to this Special Notice via email by the Close Date and Time of this Notice to the point of contact displayed in said Notice using uncompressed/non-zipped files; complete and return the attached Excel file with their response, to include a written response demonstrating their capability, if not captured w/in said file; and limit any proprietary information while clearly marking and separating such information, if necessary, to aid the Government. title the Subject line of the email as, “IN-PERSON, NATIONWIDE CRTS, DJA-23-AOCC-PR-0093 | {Company Name}. 3. EXPERIENCE & CAPABILITIES Where possible, capture the below information w/in a separate attachment ONLY IF there's no place for such within the Excel file that's attached to this Notice: Your company's history/current experience demonstrating it can meet/exceed ATF's requirement for IN-PERSON, CRTS NATIONWIDE, to include a detailed list of projects/contracts your company has successfully handled/managed with the Government (or otherwise) in the past three (3) years. Said list shall clearly distinguish the number of hearings by those IN-PERSON vs. those held Virtually and include the project type, scope, customers’ contact information (i.e., name, working phone #, email address), location(s) of the hearings, award date, performance dates, schedule/completion date (estimated and actual/final), total value (awarded and final), challenges, subcontractors/partners, major accomplishments, & relevance to ATF's subject requirement for CRTS. Your company's plan/experience with mitigating potential issues/conflicts with IN-PERSON, hearing appearances. Resumes/Qualifications of your team/key personnel (i.e., Project Manager, Court Reporters, Transcribers, etc. (OPTIONAL) Your Quality-Control Plan to successful fulfillment of requirements. (OPTIONAL) Any other, relevant information. No other forms of communication will be accepted or honored for this requirement. Since ALL submissions become the property of the Government, they will not be returned.
