PURPOSE Based on the market research the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) has conducted, it has found “Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized”. As such, it intends to issue a firm-fixed price, SOLE-SOURCE contract in accordance with FAR Subpart 8.405-6(a)(1)(i)(B) for the procurement of four (4) LEEDS brand trinocular microscope heads with the accompanying eye pieces and two (2) LEEDS brand fluorescent light kits and spare bulbs. POTENTIAL sources/vendors with the capability to satisfy/fulfill ATF’s requirement shall respond to this Notice with clear and convincing evidence that competition would be advantageous to the Government. Based on the responses to this Notice, the Government will have the sole discretion in determining whether to compete this requirement. This Notice does not commit the Government to contract for any supply or service; therefore, the Government will not pay for any information or reimburse vendors for any cost connected with this Notice. Instead, the responding vendor will be solely responsible for all costs associated with this Notice. Not responding to this RFI will not preclude participation in any future contract/order/agreement, if issued. If a solicitation is released, then it will be issued through a government point of entry (i.e., SAM, eBuy, SEWP, etc.); therefore, vendors should monitor such sites for additional information pertaining to this requirement. ATF will not accept any unsolicited offers/quotations/bids/proposals related to this Notice since this is neither a solicitation nor a promise to issue a solicitation for said services in the future. 2. ORGANIZATIONAL BACKGROUND ATF is a highly-decentralized, law-enforcement (LE) organization with unique responsibilities and is dedicated to preventing terrorism, reducing violent crime, and protecting the public from crimes involving firearms, explosives, arson, and the diversion of alcohol and tobacco products. ATF is composed of 25 Field Division (FD) offices and approximately 250 field and satellite offices across the continental United States (U.S.), Hawaii and Alaska. It enforces Federal laws and regulations relating to alcohol, tobacco, firearms, explosives, and arson and accomplishes its mission by working directly and in cooperation with other government agencies. One (1) of ATF’s Directorates manages and disseminates timely, accurate, and focused intelligence through the collection and analysis of information that enhances decision-making for all Bureau customers and personnel, in support of ATF’s mission. Its objective is to assist with/facilitate operations coordination, information sharing and situational awareness through professional relationships and strategic partnership with several key Federal LE organizations/agencies. This alliance helps to foster cooperation and assistance as the liaison section embodies ATF’s mission objectives, which are vital for increased public safety. 3. REQUIREMENT BACKGROUND AND SCOPE The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Office of Science and Technology/Forensic Science Laboratory – Atlanta (FSL-A) has a requirement for the procurement of firm-fixed price purchase order for four (4) LEEDS brand trinocular microscope heads with the accompanying eye pieces and two (2) LEEDS brand fluorescent light kits and spare bulbs. The vendor must meet the minimum Technical Requirements listed below: Component specifications: Part number LCF-3-U330: U-TTR-2; Widefield trinocular body with tilting eyepiece tubes. Three position light split selector for 100% Camera, 100% Visual, 50% Visual / 50% Camera can be operated from either the right or left side. (5° to 35° tilt) Part number LCF-2-U100H6: Widefield focusing 10X eyepiece for UIS optics, high eyepoint, field number 22, 30mm diameter; with shelf for 24mm diameter reticle ± 5 Diopter adjustment vernier printed on eyepiece. Part number LCF2-FLRKIT-AA-R2: Fluorescent light kit for LCF Station w/articulating arms. Part number LCF-CF13DD: CF13DD/E/850 COMMERCIAL BRAND Quad bulb System Installation: System crating/shipping shall be included. Forensic Science Laboratory (FSL) is responsible for movement of equipment from the shipping area to the installation site. FSL is also responsible for installation specified by vendor via videos and vendor remote supervision. System Training: Vendor will provide training via video for onsite installation by the FSL. Delivery Locations and Schedule: The equipment shall be delivered within approximately 90 days of receipt of the contract. four (4) U-TTR-2 widefield trinocular body with tilting eyepiece tubes (LEEDS part number LCF-3-U330); four (4) wide field focusing 10X eyepieces (LEEDS part number LCF-2-U100H6); two (2) Fluorescent light kits (LEEDS part number LCF2-FLRKIT-AA-R2) and four (4) CF13DD/E/850 Quad bulbs (LEEDS part number LCF-CF13DD) will be delivered to Forensic Science Laboratory Atlanta (FSL-A) at 2600 Century Parkway NE, Suite 400, Atlanta, GA 30345 4. INSTRUCTIONS FOR RESPONDING TO THIS NOTICE Potential sources/vendors with the capability to satisfy/fulfill ATF’s requirement shall: respond to this Special Notice via www.SAM.gov by the Close Date and Time of this Notice with a written response demonstrating their capability; complete and return the attached Excel file with their response; and limit any proprietary information and clearly mark and separate such information to aid the Government. If there’s an issue with uploading supporting documentation via SAM, then said sources/vendors shall send the required information in Section 4 via email to Steven.Jaimes@ATF.gov. No other forms of communication will be accepted or honored for this requirement. Since ALL submissions become the property of the Government, they will not be returned.
