This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this Notice. This announcement constitutes the only solicitation for which quotations are being requested. Another written solicitation will not be issued. This Request for Quotation (RFQ) document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04, effective January 30, 2022. This will be a small business set-aside RFQ under NAICS code 336390 with small business size standard of 1,000 employees. This requirement is to extend and provide warranty coverage for the National Integration Ballistic Information Network (NIBIN) Mobile Command Center (MCC). The warranty shall include a day of training for Firearms Operations Division (FOD) personnel. The vehicle is currently under factory warranty by Nomad Global Communication Solutions, Incorporated. See attached Statement of Work and Statement of Work Attachment 1 for the full scope of the requirement. Anticipated line-item number(s) and items, quantities, units of measure and period of performance include: CLIN 0001 - Warranty Coverage - Firm Fixed Price (FFP) - 1 Lot - 3/3/2022-3/2/2023 CLIN 1001 - Warranty Coverage – Option I - Firm Fixed Price (FFP) - 1 Lot - 3/3/2023-3/2/2024 CLIN 2001 - Warranty Coverage – Option II - Firm Fixed Price (FFP) - 1 Lot - 3/3/2024-3/2/2025 CLIN 3001 - Warranty Coverage – Option III - Firm Fixed Price (FFP) - 1 Lot - 3/3/2025-3/2/2026 CLIN 4001 - Warranty Coverage – Option IV - Firm Fixed Price (FFP) - 1 Lot - 3/3/2026-3/2/2027 This requirement is FOB Destination. THE PAGE LIMITATION FOR QUOTATION RESPONSES IS 15 PAGES. Vendors MUST be registered and Active in the System for Award Management (SAM) system (www.SAM.gov) at the time of quotation submission, pursuant to FAR 52.204-7. ATF will award to the responsible firm whose quote conforms to the RFQ and will be the most advantageous to the Government after an evaluation of technical capability and price. ATF may review the past performance of the vendor to help determine its technical capability. Technical capability will be determined by reviewing the vendors quote in relation to the requirements in the Statement of Work. The Government intends to award a single source order in accordance with FAR 13.106-1(b) to Nomad Global Communication Solutions, Incorporated. If a vendor does not provide our suggested solution the Contractor shall provide detail specifications of what they are quoting otherwise they will be considered nonresponsive, and this is an all or none requirement. The selected vendor must comply with the following FAR commercial provisions and clauses, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34.
