Amendment 0001 attached the updated PWS and the "...Questions_Responses..." document, which addresses the minor updates within the PWS.] The Bureau of Alcohol, Tobacco, Firearms & Explosives intends to negotiate a competetive, firm-fixed-price award to an 8(a) firm that can provide support services for the repurposing/redesign of ATF’s Diversity Recruitment Campaign per the attached Performance Work Statement (PWS). This solicitation/request for proposals (RFP) is in accordance with the Federal Acquisition Regulation (FAR) Parts 12, 15 & 19. ATF will award to the responsible 8(a) firm whose OPEN-MARKET proposal is the best value to the Government based on the factors within the attached SF1449. Offerors shall refer to the attachments for the PWS, Instructions to Offerors, Evaluation Criteria, & Terms and Conditions to ensure they comply with the stated requirements. The CO has not determined any additional contract requirement(s) or terms and condition (such as contact financing arrangements or warranty requirements) to be necessary for this acquisition and consistent with customary commercial practices. The Defense Priorities & Allocations System (DPAS) is not applicable.
