The Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) requires a 3D-handheld, scanning system as described below this Fiscal Year, prior to 9/30/2021. This Open Market, "BRAND-NAME or EQUAL" solicitation/request for quotations (RFQ) is in accordance with FAR Parts 12 and 13. ATF needs: 1) one (1) Artec Leo 3D-Handheld, Scanner per the attached Statement of Work, to include #s 2-4 below. Said scanner must have the following characteristics: • capability to scan hard-to-scan textures, such as black and shiny objects, firearms and muddy footprints; • a built-in, real-time-viewing panel on the back of the scanner, to allow the user to scan an object without having to tether to a computer or look away from the object; • ability to scan in high detail small and large objects, as large as a crime scene; • ability to view progress of the scan for total and desired coverage before finalizing the scan, to save in the internal computer to take to a laptop for manipulation; • ability to provide GPS-pinpoint data, to include elevation through an internal accelerometer, gyro and compass, which provides factual information for court cases; • ability to change batteries while in the middle of a scan, without losing scanned information; and • an internal computer that can hold the scan information until transferred to another computer for use. 2) the Artec Studio 15 Software - one- (1-) Lifetime License. 3) Training for the Artec Scanner and Studio 15 Software - eight (8) hours via online/web-based, at NO-additional cost. 4) Technical-Application Support - Unlimited telephone calls and emails, to start 1 year from receipt of items, at NO-additional cost. QUOTATION INSTRUCTIONS: The vendor shall email a complete response to this RFQ to the Contracting Officer, to include the Shipping cost; Delivery time; Proof of characteristics, if proposing a different brand; the fill-ins for ATF-50 below; and all applicable, price discounts. Submissions shall not exceed three (3) pages and shall be 8 ½” x 11” with: 1" margins; font style Arial, Bookman Old Style, Calibri, Garamond, Georgia, Mont, or Times New Roman; font colors Black and/or Blue; and font size 10-14. Illustrations (e.g., graphic figures, graphs, and tables) can be in font colors other than black or blue, and font sizes 6-12 acceptable, provided the information is legible via the computer. Headers, footers and title/cover pages are not bound by the font-style/color/size requirements and may be outside the page margins. NOTE: Information contained outside of these limitations may not be evaluated. Questions are due Tuesday, 5/4/2021, by 2pm Eastern Standard Time. TERMS AND CONDITIONS: ATF will award to the responsible Small Business (SB) whose quote is the lowest-price, technically acceptable (LPTA). While this requirement is set-aside for all SBs, consideration may be given to HUBZones, WOSBs, SDVOSBs, VOSBs, and 8(a)s, provided there are at least two (2) in the same category that submit a technically-acceptable, reasonable quote. To be considered for award, the Seller must be either the manufacturer or a manufacturer/Federally-authorized distributor of the equipment/services it's offering with a demonstrated capability of delivering the entire order within the timeframes specified by the Buyer within this RFQ and on the award. Sellers may be required to provide documentation as proof of authorization prior to Award. The Seller MUST also be registered AND active in the System for Award Management system (www.SAM.gov) prior to award, pursuant to FAR 52.204-7. Items, if applicable, must be NEW and covered by the manufacturer's warranty. Shipping must be Free-On-Board (FOB) Destination Continental United States (CONUS), meaning the seller delivers the goods on its conveyance at destination and is responsible for the cost of shipping and risk of loss. NO PARTIAL SHIPMENTS are permitted unless specifically authorized at the time of award. The selected vendor must comply with the following FAR-commercial provisions and clauses, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a); the following clauses in paragraph (b): 52.204-10, 52.209-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-18, 52.225-3, 52.225-13 & 52.232-33; the following clauses in paragraph (c): 52.222-41, 52.222-42, 52.222-55, & 52.222-62; and paragraph (e). Additionally, the selected vendor must comply with FAR 52.203-18, 52.204-13, 52.204-19, 52.204-23, 52.204-24, 52.204-25, 52.204-26, 52.209-11, 52.217-8, 52.217-9, 52.232-39, 52.232-40, & 52.246-4. The Awardee shall also conform to ATF's local provisions and clauses that are attached: #s ATF-01, ATF-04, ATF-14, ATF-17, ATF-19, ATF-22, ATF-25, ATF-40, ATF-41, ATF-43, ATF-44, ATF-50, ATF-51, ATF-52, and ATF-53. There are no additional contract requirement(s) or terms and condition (such as contact financing arrangements or warranty requirements) determined by the CO to be necessary for this acquisition and consistent with customary commercial practices. The Defense Priorities & Allocations System (DPAS) is not applicable.
