Sellers must not bid more than their applicable contract ceiling price, excluding the Unison Marketplace Fee, for contract-specific items. If Unison receives notice that, due to inclusion of the Unison Marketplace Fee, the Selected Bid's line item pricing is higher than the Selected Seller's applicable published government contract pricing, the Unison Marketplace Fee will be reduced to ensure the Selected Bid's line item pricing does not exceed the Selected Seller's applicable contract pricing. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must: (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by— (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation. NO SUBSTITUTIONS, EXACT MATCH ONLY. The vendor may not substitute any item/service listed on this order without prior written approval from the Contracting Officer. No other individual is authorized, either verbally or in writing to change part numbers, manufacturer, quantity, delivery dates, or any other specifications of this IFB. Items/services that do not conform to descriptions and part numbers found in this IFB will be rejected at the time of delivery causing a return at the vendor's expense. To be considered for award, all Sellers must be manufacturer/ Federally authorized distributors of the equipment/services they are offering with a demonstrated capability of delivering the entire order within the time frames specified by the Buyer on the award. Sellers may be required to provide documentation as proof of authorization to be considered for award. Evaluation Criteria ATF will award to the responsible small businesses whose quote conforming to the RFQ will be the most advantageous using the Lowest-Price-Technically-Acceptable (LPTA) method. The quoted items must meet or exceed the acceptability standards for non-cost factors listed in the specifications document attached to this RFQ in order to be technically acceptable. Government technical personnel will perform the evaluation and make the selection decision. All items quoted must be currently listed on the vendors GSA Schedule contract. Submit the exact item/part numbers from your company's GSA Schedule. Delivery and all other terms and conditions are in accordance with the GSA Multiple Award Schedule Program and its terms and conditions. Delivery addresses are for the final destinations. Reminder: Open Market Options should not exceed $10,000 PER ORDER. A quote complying with RFQ requirements with the lowest price may not be selected for award if a higher-priced offer is determined to be the most advantageous to the Government. Likewise, the Government may award the resulting contract to a vendor who does not offer the highest technically rated proposal. All quotes will be evaluated for compliance with the terms, conditions, and requirements set forth by the RFQ. Therefore, the submitted must contain the Vendor’s best terms. ALL SHALL BE ADDRESSED INDIVIDUALLY IN THE VENDOR'S RESPONSE! Failure to address each requirement by explaining in “detail” how the vendor intends to meet or exceed all the instructions listed, shall result in a non-responsive bid, which will eliminate the contractor from further consideration immediately. (SEE ATTACHED SPECIFICATION/SYSTEM REQUIREMENTS DOCUMENT). All quotes must include a photo of the item being considered for award in accordance with the attached specification document. The vendor may not substitute any item/service listed on this buy without prior written approval from the Contracting Officer. Items/services that do not conform to descriptions and part numbers found in this RFQ will be rejected at the time of delivery causing a return at the vendor's expense.
