No late submission will be accepted. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation number D-25-TR-0067 is being used as a Request for Quotation (RFQ). This solicitation is under NAICS code 611430 Professional and Management Development Training. Please see the attached Statement of Work for detailed requirement information. All quotes shall be on an all or none basis, alternate quotes will not be accepted. All sources shall submit a quotation which will be subject to evaluation. Evaluation factors include, in no order of precedence, Technical Capability and Price. In accordance with FAR Part 13 Simplified Acquisition Procedures, the Government intends to issue a single firm fixed price purchase order to the eligible, responsible Offeror whose quote conforms to the requirements of this solicitation and presents the best value to the government. This requirement is 100% set aside for SMALL BUSINESSES ONLY. The Drug Enforcement Administration (DEA) Office of Training (TR), in support of the Personnel Recovery Unit (TRIP), has a requirement for a training facility to conduct six days of training for DEA’s Personnel Recovery Emergency Preparedness (PREP) course. INSTRUCTIONS TO OFFERORS The Offeror shall provide a Firm Fixed Price Quote that includes all services listed in the Statement of Work. The quote must clearly demonstrate the Offeror’s ability to perform all requirements of the Statement of Work. The Offeror’s quote must specifically address the evaluation sub-factors listed below. All contractors and/or vendors providing a quote for this SOW must be registered and “active” in the Government SAM.gov System at the time of quote submission and must provide their unique ID number in the submission. Any questions must be submitted in writing by email to Naomi.S.Collier@dea.gov no later than 2/11/2025 at 10:00am EST. The deadline for quotes is February 14, 2025, at 10:00am EST. Quotes must include pricing,applicable capability statement and responses to evaluation factors listed below.
