The Department of Justice, Budget Staff has a requirement for an online subscription that provides legislative research services and tracking tools for a base year (September 27, 2023, through September 26, 2024) and 4 one-year option periods (September 27, 2024, through September 26, 2028). This service must allow up to 10 users and provide: (1) access to tracking Federal budget-related legislative activity, (2) access to daily Federal legislative news, schedules and expert analysis, (3) access to Federal legislative tracking, reporting and notification, including: bill text, digests, bill markups allowing for comparison of House/Senate changes, revisions, and additions (e.g., side-by-side, strikethrough, or track change comparisons; Amendment text; Committee reports and markup coverage; Congressional records; Floor voting records, summaries and reports; Conference summaries, (4) access to House and Senate legislative summaries, both daily and weekly, (5) access to current Congressional Member profiles and staff listings, (6) access to or notification of, current/live Congressional floor activities, (7) access to Congressional and other newsworthy transcripts and testimonies, (8) access to the Federal Register, (9) the ability to create customized email alerts and search lists, (10) monitoring, tracking, reporting and notification of healthcare legislation, (11) create daily digests of news drawn from a variety of sources on topics of interests, and (12) provide user training and support. This is a combined synopsis/solicitation. Quotations may be emailed to frank.c.giguere2@usdoj.gov. Quotations received after the deadline will not be considered. Questions, if any must be submitted via email before COB on July 17, 2023. Quotations will be evaluated in accordance with the above standards against the attached evaluation criteria.
