Bureau of Alcohol, Tobacco, and Firearms (ATF) protects communities from violent crimes and criminal organizations by investigating and preventing the illegal use and trafficking of firearms, the illegal use and improper storage of explosives, acts of arson and bombings and the illegal diversion of alcohol and tobacco products. ATF intends to compete a limited source firm-fixed price purchase order for postal meter equipment, maintenance (calls, maintenance, and repairs), and software upgrades of existing postal machines that is currently being used by ATF at 192 locations. Pitney Bowes provided two (2) authorized manufacture vendors. The intended period of performance is a base year with four (4) one (1) year options. Base year: 07/22/2024 – 07/21/2025 Option year 1: 07/22/2025 – 07/21/2026 Option year 2: 07/22/2026 – 07/21/2027 Option year 3: 07/22/2027 – 07/21/2028 Option year 4: 07/22/2028 – 07/21/2029 This announcement constitutes the only notification of the ATF’s intent to solicit on a limited source small business set-side basis. A formal combined synopsis/solicitation will not occur. All solicitation communication will occur directly with the proposed contractors. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 15 —Contracting by Negotiation Procedures and FAR Part 12—Acquisition of Commercial Items. The notice of award and the written limited source justification will be posted after award.
