This justification for other than full and open competition supports Purchase Order number 15B60822P00000095 for the procurement of transportation services for the Federal Correctional Institution (FCI) Phoenix under FAR Clause Part 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements precludes full and open competition, and delays in award could result in serious injury, financial, or other liabilities to the government. FCI Phoenix requires the services of a transportation company capable of providing bus transportation services to numerous areas around the country. These services are required to ensure inmates have a mode of transportation upon release or transfer. To ensure the continuity of service it is the best value to the government to continue utilizing this vendor.
