PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to award a sole-source, one-time, firm-fixed price Purchase Order (PO) to Cecil’s Tractors, Inc., 763 James Madison Highway, Warrenton, Virginia, 20186 for one (1) Ventrac 4520Z Compact Tractor; Model Number WG972-GL. This acquisition includes the following attachments: one (1) dual wheel kit; one (1) MS720 mower deck; one (1) ET200 turbine blower; one (1) 4520 canopy; and freight charges to Quantico, Virginia. The 4520Z Kubota Compact Tractor has a maximum slope rating of 30 degrees with dual wheels. The FBI requires an all-wheel drive tractor that can be utilized on various slopes, ditches, and banks at the FBI Academy Campus, Quantico, Virginia, 22135. This tractor has a digital slope gauge which is required for safe operation on slopes and hillsides. The eight-wheel kit distributes the weight of the tractor on slopes and wetlands, preventing the tractor from tearing up both the lawn and the retention ponds which must be mowed on a weekly basis. The tractor is equipped with a Roll Over Protection System, (ROPS). The fuel type is gasoline. The Ventrac 4520Z Compact Tractor and the required Ventrac attachments are Made is the USA. Cecil’s Tractors is a Ventrac authorized dealer on the sales, parts, and service side. Cecil’s Tractors is within 50 miles of the FBI Academy Campus for both preventative maintenance and repairs. Cecil’s Tractors is a woman-owned small business concern. The FBI purchased one (1) Ventrac 4520Y Compact Tractor from Cecil’s Tractors on 14 June 2021 via PO Number 15F06721P0003419. The North American Classification System Code (NAICS) is 444210, Outdoor Power Equipment Stores. The size standard is $8M. The statutory authority permitting other than full and open competition is Title 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website, (www.beta.sam.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The FBI intends to negotiate with only one (1) source under the authority of FAR 13-106-1 (3). This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement and a proposal/quote, which shall be considered by the agency. Responses shall include the firm’s Unique Entity Identity Identifier (UEI), and their Business Size. All capability statements or quotes shall be submitted to bvlane@fbi.gov by 10:00 AM, EST, 30 August 2022. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
