This is a Limited Sources Justification (LSJ) to support the award of new work as a logical follow-on of the requirement for contractor to support the operation of the Bureau of Justice Assistance Public Safety Officer’s Benefits Program Office, Call Center, Paralegal, and Educational Support Services (BJA PSOB Program Office Support) task. This action would increase the personnel support for the BJA PSOB Program Office Support task to meet a critical and emergent need to provide concentrated customer call center, case file management, customer resource assistance and associated supporting paralegal and educational support activities related to the handling of PSOB death, disability, and educational assistance claims. BJA has requested no modification to existing tasks or any scope increase, but is requesting additional personnel support to meet the growing need of addressing the BJA PSOB Program Office’s increase number of death, disability, and educational assistance claims. In pre-COVID times, the typical number of claims in a year is between 300 and 450. In this current year, the number of claims has exceeded 1,000, representing a more than 100% increase in claims for the year, with more claims being filed daily. Competition for the establishment of the BJA PSOB Program Office Support task was sought via the Federal Supply Schedule (FSS), General Services Administration (GSA) and a Task Order awarded to Hamilton Enterprises, LLC (Franklin & Turner International) of Greenbelt, MD. OJP intends to modify the existing task order to Hamilton Enterprises, LLC GSA Schedule Contract GS23F0091V/15PBJA19F00000005 to increase the number of personnel to provide tasks performed under the BJA PSOB Program Office Support task. This action will result in an increase in the task order ceiling in the amount of $2,050,603.08, which is set to commence in Option Year 2 and cease in Option Year 4. Please see the attached LSJ.
