The contract award, 15JPSS23C00000056, was made to Aware, Inc. The Department of Justice (DOJ), Justice Management Division intends to negotiate a contract with Aware Incorporated (Inc.) under the authority of FAR 13.106-1, (b) soliciting from a single source. Under the proposed contract, Aware, Inc. (UEI GZXSNU74BRF6), located in Bedford Massachusetts, will provide a new Enterprise Perpetual License Agreement (EPLA) for the Aware Universal Automated Booking Station (UABS) application and Aware BioComponents™ software and continue Software Support and Maintenance (SS&M) of the UABS application, the BioComponents software, and the Aware Software Development Kit (SDK). DOJ also requires incidental professional services to increase functionality and capability of the UABS and BioComponents software. The UABS and BioComponents software are the platforms for DOJ’s Joint Automated Booking System (JABS) and provide DOJ law enforcement agencies the capability to electronically identify and/or book a federal detainee or subject. Software maintenance includes all upgrades, version changes, bug fixes, and help desk support with operating system updates, integration with new peripheral devices, and updates and maintenance of specific functions such as fingerprint, photo, printing, scanning, packaging, and iris image biometric data. Aware, Inc. developed the UABS software used by the JABS program. In addition, Aware retains rights to the software development kit (SDK) libraries with associated documentation and software code being proprietary to Aware. The firm does not use software resellers for its products. The software is commercial software in accordance with FAR part 12 and is being procured in conjunction with FAR part 13. to obtain from Aware Inc. a new Enterprise Perpetual License Agreement (EPLA) for the Aware Universal Automated Booking Station (UABS) application and Aware BioComponents™ software and to continue Software Support and Maintenance (SS&M) of the UABS application, the BioComponents software, and the Aware Software Development Kit (SDK) The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with from a single source under the authority of FAR 13.106-1, (b). Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received by the due date and time specified below will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
