The action being approved is an exception to fair opportunity requirements to award a task order under the GSA Oasis IDIQ. This exception justifies and authorizes the award of a task order to Deloitte without providing a fair opportunity to other BPA holders under the Strategic Consulting BPA. The task order award to Deloitte will provide continued services to PPS on a short-term basis while PPS works with PSS to conduct a competitive procurement effort for a new, long-term task order (i.e. a task order including a base period of one year with four option periods of one year each). Not to exceed 14 weeks.
