This justification was prepared by the United States Department of Justice (herein after Department or DOJ), in accordance with the requirements of Federal Acquisition Regulation (FAR)16.505(b)(2)(ii)(C). The requiring organization is the Office of the Chief Information Officer (OCIO) Service delivery Staff (SDS). The contracting activity is the Justice Management Division (JMD) Procurement Services Staff (PSS). The JSTARS application is a web and role-based system that runs in a virtual environment on a Windows server with Apache Tomcat application servers and Microsoft SQL Server database(s). The underlying software package for the application is EntelliTrak software which has been configured for DOJ use. JSTARS contains approximately 1000 users and 180,000 records of DOJ employees, contractors, and litigant participants for Federal classified cases. JSTARS manages reciprocity requests, pre-employment background investigation waivers, background investigations, reinvestigations, National Security clearances, Sensitive Compartmented Information access, clearance certifications, and litigation security processing. The proposed sole-source bridge contract will provide mission-critical services to OCIO’s Service delivery Staff (SDS) in operating and maintaining the functions of the current Justice Security Tracking and Adjudication Record System (JSTARS). JSTARS support includes the five (5) sub-tasks listed below: Sub-Task 1: System Administration Provide application level system administration support, to include applying application updates, patches and configurations changes; monitoring system performance, batch jobs, and conducting routine audits of system and software; analyzing system log and identifying potential issues; interfacing with supporting groups; installing and configuring new users and organizations; performing application level backups; responding to technical queries; and ensuring system services are running as expected. Maintain application environments including production, data migration, and testing environments. Provide application-level database administration to facilitate migration of data into the system, preparing and running SOL data queries, analysis and reporting; database backups; archiving and purging functions. Support external audits, security testing, and security reviews such as FISMA audits, OIG queries, security penetration testing, and ongoing Certification and Accreditation activities. Sub-Task 2: Service Desk User Support Provide service desk support to users and organizations, including adding, removing, or updating user account information and resetting passwords; performing case deletes and case file edits; answering application and technical queries; providing usage statistics; troubleshoot reported problems, log, and analyze service desk calls; provide incident, problem and request management services, and tier one and two application support. Provide user support including application training, updating of existing training materials and preparation of job aids to support users. Support deployments or re-deployments to DOJ component organizations that may occur from DOJ sub-component re-organizations and new entities established within DOJ as a sub-organization. Sub-Task 3: Application Maintenance/System Enhancement Support application maintenance activities through requirements analysis, testing, communication and collaboration with an external development team and users to correct discovered problems, to modify JSTARS to keep the application usable in a changing environment, to perform minor modifications of the software to improve performance and maintainability, and to detect and correct latent faults in the application. Collaborate with development team for the handoff of application code for testing on updated maintenance or enhancement code, reporting of defects or deficiencies, test planning and results, and feedback and resolution of user acceptance testing results. Sub-Task 4: Project Management Maintain project management and operations documentation that promotes and demonstrates sound technology management practices, including updated operations manual, knowledge base, user support guides, training materials, job aids, configuration control, minutes, agendas, project schedule, risk log, and other appropriate information that is relevant, pragmatic, and tailored to the project size, complexity, and activity. Sub-Task 5: Special Projects Support Collaborate with other DOJ projects and vendors as requested to improve JSTARS delivery and provide specialized expertise to the ATS Team that has been accrued on JSTARS to other projects in areas that include, but are not limited to, best practices for operations and maintenance activities, requirements and configuration management process, systems integration testing, automated tool testing, application management, and service desk and user support.
