The Department of Justice (DOJ) Asset Forfeiture Program (AFP or the Program) requires professional investigative, legal, analytical, and technical support services to support AFP operations and management. The contractor shall provide specific case-related professional and technical services in support of the AFP. The RFP is attached. Interested offerors should provide questions and submit proposals as stated in the attached RFP. Amendment 1 (7/15/2022). The solicitation is amended to provide a list of interested offerors based on the response to the advisory pre-solicitation notice. This list is not intended to restrict firm's from responding to the RFP or to provide indication of viable firms in terms of the advisory RFP notice. Amendment 2 (7/26/2022). The solicitation is amended to provide an update regarding the questions received and DOJ's resposnes to questions. Due to the number of questions received, it will take longer than anticiapted for DOJ to respond. DOJ will provide the responses when they are available. The RFP close date will be extended based on the additional days associated with the response to questions as compared to DOJ's original anticipated response date. Amendment 3 (8/5/2022). The solicitation is amended to provide an update regarding the quesitons received and DOJ's response to questions. All references to the Submission of Offerr as stated in the RFP at L.5 are updated to September 12, 2022. DOJ anticipates that respones to questions will be provided on or about August 8, 2022. Amendment 4 (8/8/2022). The solicitation is amended to provide DOJ's response to questions received in response to the RFP. The following attachments are included: RFP (amended), Attachment 1 (amended), Attachment 8 (amended) and Attachment 10. Amendment 5 (8/8/2022). This amendment adds the questions and responses that were received. Amendment 6 (8/17/2022). This amendment is to provide the revised SF 33 as attached. The amendment also provides the questions received after 8/8/2022. DOJ will provide all responses once they are available. Vendors should submit any remaining questions by 4:00 PM eastern on Friday, August 19,2022 and the Government anticpates that responses will be posted by August 26,2022. As much as possible, questions should be related to updates made with amendment no 4 or based on the responses to questions recieved. The RFP close date is not extended. Amendment 7 (8/25/2022). This amendment is to provide the responses to questions received as requested with Amendment 6. The amendment also updates the SF 33 and RFP as attached. Changes to the RFP as a result of this amendment are shaded in yellow and changes from previous amendments are shaded in gray. The amendment does not extend the RFP due date for offers. Amendment 8 (9/6/2022) This amendment is to update the order of the technical factors in Section L and M to correspond with the descending order of importance and to update langague contained at L.3.4 Volume IV-Past Performance, (a). This is a pre-solicitation notice that invites potential offerors, pursuant to FAR 15.202 - Advisory Multi-Step Process, to submit preliminary information to allow the Government to determine whether the offeror could be a viable competitor for the Asset Forfeiture Management Staff (AFMS), Asset Forfeiture Investigation Support Services (AFISS2) procurement. DOJ will evaluate all responses in accordance with the criteria stated in this notice, and will advise each respondent in writing, that it is either likely or unlikely to be a viable competitor. Refer to the attached Advisory MultiStep Presolicitation for information that is required to be provided with your response. Responses should be received no later than May 17, 2022 at 10:00 AM (local time/Washington, DC time). Responses shall be emailed to the Contracting Officer, Velvette Clayton at Velvette.clayton@usdoj.gov with the title and pre-solicitation notice number in the subject in order to be considered. The Government does not anticipate that interested offerors will have questions regarding this notice or the dates for the acquisition may need to be updated. If there are questions, then the questions must be emailed to the contracting officer with the subject of RFP 15JPSS22R00000040 AFISS Pre-Solicitation. The Government will publish the responses to all questions as one amendment to this notice. All questions will need to be received no later than Monday, May 9, 2022 at 10:00 AM (local time/Washington, DC time). Amendment 1- This amendment provides the responses to all questions received as stated in this notice. Amendment 2- This amendment updates the response to item 10 as attached. DOJ encourages all interested offerors to provide a response to this notice for to determinination as to whether the offeror could be a viable competitor to provide AFISS services. Amendment 3- 6.23.2022. This amendment is to provide information related to the anticipated RFP release date. DOJ anticpates that the RFP will be issued within the next 30 days. DOJ will provide advisory notices by COB on June 24, 2022 to interested offers that responded to this pre-solicitation notice. This amendment reactives the pre-solicitation notice as originally posted and no addtitonal pre-solictation resposnes will be considered at this time. All information related to the RFP will be posted with this contract opportunity notice to ensure that all interested offerors recieve the same information. Amendment 4- 7.8.2022. This amendment is to provide responses to questions received in response to the RFP. 1. Question: What is the purpose of the 10 day notice? Response: As stated in the attached Advisory MultiStep Presolicitation, interested offerors were to provide a response in order to receive an advisory notice from DOJ. DOJ provided advisory notices in accordance with the attached Advisory MultiStep Presolicitation. Interested offerors that were determined to be "not among the most highly rated" were requested to provide a notice to DOJ 10 days prior to RFP proposal submission to inform DOJ of their intent to submit a proposal. 2. Question: What will the 10 day notice be used for? Response: The notice will inform DOJ of a firm's submisison in response to the RFP. 3. Question: Do we have to submit our proposal 10 days early or is it just a notice that we intent to bid? Response: No the letter requests an email to inform DOJ of your firm's intent to submit a proposal in accordance with RFP instructions. 4. Question: What happens to those companies that elected not to respond to the RFI but do submit a bid? Response: There is no RFI associated with the RFP pre-solicitation notice or RFP. Any RFI for similar requirements has closed and the purpose should be stated within the RFI.
