The Department of Justice, Justice Management Division, intends to procure on a sole source basis an online subscription to Bloomberg Tax from Bureau of National Affairs, Inc., 1801 S Bell Street Arlington, VA 22202 on behalf of The Department of Justice (DOJ) Tax Division. The access for 350 users, DOJ Tax Division employees covers proprietary content including Bloomberg BNA Tax Management Portfolios, Daily Tax Report Newsletter, Proprietary Practice Tools & Analysis, and other related content. Due to the proprietary nature of these publications, Bureau of National Affairs, Inc. is the only known source for the information. The statutory authority for the proposed procurement is 41 U.S.C. 253(c)(1), only one responsible source. Contractors must be fully and actively registered in the System for Award Management (SAM.gov). The solicitation will not be distributed on the General Services Administration website (https://sam.gov/). This is not a formal solicitation, however, interested concerns must respond within ten (10) days from the date of this synopsis with written documentation, detailed data and pricing information that clearly demonstrates their ability to perform the requirement. Responses received because of this notice of intent shall be considered solely for determining whether to conduct a competitive procurement. Responses will not be considered as either bids or proposals. A determination by the Government not to open this requirement to competition based upon the written responses to this notice is solely within the discretion of the Government. If no responses are received, an award shall be made to Bureau of National Affairs, Inc.
