The Department of Justice, Justice Management Division, Library Staff, intends to procure from American Immigration Law Association 227 copies of Kurzban’s Immigration Law Sourcebook 18th edition (ISBN 978-1-57370-505-9) to be shipped to 85 separate locations. This book contains copyright protected information that is utilized by Department personnel for research. Due to the proprietary nature of this publication, American Immigration and Law Association is the only known source for this publication. The statutory authority for the proposed procurement is 41 U.S.C. 253(c) (1), only one responsible source. The solicitation will not be distributed on the General Services Administration website (www.SAM.gov ). This is not a formal solicitation, however, interested concerns must respond within ten (10) days from the date of this synopsis with written documentation, detailed data and pricing information that clearly demonstrates their ability to perform the requirement. Responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either bids or proposals. A determination by the Government not to open this requirement to competition based upon the written responses to this notice is solely within the discretion of the Government. All offerors must read 52.204–24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment and complete section (d) Representations. (d) Representation. The Offeror represents that— (1)It ? will, ? will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds “will” in paragraph (d)(1) of this section; and (2)After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that— It ? does, ? does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services.
