An insider threat is the threat that an insider will use his/her authorized access, wittingly or unwittingly, to do harm to the security of the United States. Insider threats can cause damage to the United States through espionage, terrorism, violent acts against the government or nation, unauthorized disclosure of national security information, workplace violence or the loss or degradation of the capabilities of the FBI and USG. InTO serves as the central strategic coordinating component for all insider threat issues. The essential mission of InTO is to detect, deter, and mitigate risks originating from within the organization. The services being required are to address InTO’s need for support services to monitor for possible threats, including mid-level analyst support, senior analyst support, and program management support. There are eleven (11) mid-level analyst positions, with an additional eight (8) surge positions, five (5) senior analyst positions, and one program management position that will also serve as a senior analyst.
