Background: This requirement is to provide standard safety working shoes/boots for the work force of the Federal Bureau of Investigation Finance & Facilities Division that require proper safety work shoes/boots to perform their assignments and provide proper protection against injury. All shoes must incorporate a composite toe protection system that is non-electrical conductive for the protection against heavy objects and electrical shock. Project Objective: Provide a variety of the specified protective style safety shoes/boots that meet the standards and regulatory requirements of OSHA and the work force associated with the Facilities Division. Provide shoe measurement assistance for staff members to ensure proper sizes are provided. Item Specifications: Safety Work Shoes/Boots Must meet the protective footwear requirements of the Occupational Safety and Health Administration’s (OSHA’s) Code of Federal Regulations (CFR) Title 29. [Reference (1910.132) Personal Protective Equipment (PPE) General Requirements or (1910.136) Foot Protection]. Removed required item. Reinforced toe must be of a composite material and/or rated electrical hazard proof material is acceptable. Styles and sizes to accommodate both female and male personnel. Sizing Vendor will be required to provide an on-line access to available shoe products for selection by the individual employee or may coordinate an on-site visit by mobile display to present available products. Vendor shall coordinate with designated FBI Point of Contact for review of on-line site for sizing and mobile display visit. Each specific safety shoe/boot will be provided to meet exact sizing requirements based on individual needs within the standard availability of each particular item. All products must be manufactured in the USA to satisfy Buy USA FAR requirements. Contract Type & Pricing Indefinite delivery, indefinite quantity. Firm Fixed Pricing for shoes. Firm Fixed Pricing for service. Base Contract Period: Minimum order is twenty (20) pairs. Maximum order is eight-five (85) pairs or total of award funding not to exceed amount. Option Periods: Minimum order is twenty (20) pairs. Maximum order is eight-five (85) pairs or total of award funding not to exceed amount. Place of Performance: On site visit J Edgar Hoover FBI Building Headquarters 935 Pennsylvania Ave. NW Washington, DC. 20535 Period of Performance: The total length of contract is a base year with four 1 year options. Base Year: 3/11/2024 - 3/10/2025 Option Year 1: 3/11/2025 – 3/10/2026 -Option Year 2: 3/11/2026 - 3/10/2027 Option Year 3: 3/11/2027 – 3/10/2028 Option Year 4: 3/10/2028 – 3/10/2029 Actual period of performance as may be awarded Delivery Requirements: Direct shipments shall be made to FBI Headquarters 2400 Schuster Dr. Hyattsville, MD 20781 Attn: Jeffrey Gough JEH Room 1B847 Or Direct shipped to specified address of order originator as provided. Invoicing: Invoices shall be in accordance with FAR 32.905. Invoices will be issued by the vendor and processed by the FBI following each completed order which is successfully delivered and received. All invoices will be submitted to electronically to Central_Invoice@fbi.gov. Pricing: Pricing to include all shipping and handling charges to delivery location. This is a tax free government purchase. Vendor shall provide an on-line web site display or a mobile sales center for selection and sizing purposes. Vendor shall provide a catalog/listing to include pricing for all styles, sizes, and colors of shoes to be offered. A minimum of 6 shoe styles for men and 6 shoe styles for women must be offered. Requirement removed Vendor may propose a discount price from the price indicated in their catalog, but it is not required./ All shoe styles offered must be less than or equal to $250.00 each for the base contract year. Maximum employee purchase is $250 inclusive of all products delivered per person. Escalation costs shall be considered and adjusted if option years are exercised. A considerate plus is the ability of the vendor to provide an onsite mobile delivery unit for review by FBI employees. Evaluation Process: This contract will be awarded to the lowest price technically acceptable offeror. All products offered must be Made in USA per FAR requirements. Vendors will be evaluated based on the average price for a size 9 inch women’s shoe and a size 10.5 inch men’s shoe for the 6 shoe styles identified by the vendor (Vendor shall indicate selection by providing a pricing spreadsheet) Spreadsheet must provide country of origin for all products listed, manufacture name, style information, available sizes men or women and price. This information/price sheet shall be updated and provided prior to the beginning date of any period of performance. Bidder must provide three references detailing similar services having been provided. The references must include a contact name and telephone number or email address. 10.1.2 Vendor will be evaluated based on web-site access friendly use or mobile display availability. Terms and Conditions: All sizing corrections and adjustments for shoes will be made at the cost of the vendor. Returned goods due to improper sizing, comfort issues or defect will be replaced at no cost to the FBI or a refund issued at full cost within 30 days after return delivery. All delivered goods must maintain a one year full defect warranty, including excessive wear. If the vendor chooses to provide a discount, then the calculated discount value indicated by the spreadsheet will apply to all shoes offered in the catalog. All authorized orders shall be submitted on behalf of the FBI Employees by the assigned contract COR as identified and authorized to purchase shoes by the government. Vendor shall not provide shoes to anyone not authorized to order.
