The Government shall not exercise a... This is a request for information to provide research services to the Federal Bureau of Investigation (FBI) CIRG Division. This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. This is a request for information to provide expert support to the Behavioral Analysis Program (BAP) in the FBI’s CIRG. BAP provides FBI investigators and others with one source for behavioral and psychological assessments in ongoing counterintelligence (CI) matters. The majority of requests from field offices are for assistance in the development of interview strategies, recruitment approaches, asset assessments, false flag scenarios, and other investigative techniques that are tailored to fit the personality of the individual(s) under investigation.
