The goal of the Hate Crimes Reporting Campaign is to encourage public reporting of hate crimes to the FBI by: increasing public awareness of the FBI’s responsibilities and authorities in investigating hate crimes; highlighting past efforts and cases, including the support provided to victims; helping clarify the definitions of hate crimes, hate incidents, and hate speech; and explaining FBI processes in investigating these crimes and in supporting victims. Much of this content will be relayed through FBI publicity products and media interviews, but advertising will help draw attention to the publicity campaign and the campaign’s main goal. As such, the key audience is widely defined as the entire general public of the United States. The FBI would like to reach as many individuals as possible, spread across demographic and geographic markets. Advertising formats could include, but are not limited to: • Signage: billboards, both digital and traditional; transportation (including bus wraps, bus stops, commuter rail, and airports); in locations such as malls or sporting events • Video: traditional television or video streaming platforms • Audio: traditional radio; music and podcast streaming services, to include streaming platforms and internet radio broadcasting • Online: social media platforms; webpage banner or other website advertisements • Print: traditional advertising through magazines, newspapers, or other media outlets The FBI has not yet determined which advertising avenue(s) will be most effective and expects that a combination of multiple advertising platforms and contractors will provide the most widespread coverage across the country.
