15F06721Q0000721 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order with Gentueri, Inc. to acquire Custom Multi-barrier Envelopes. The purchase of these custom, clear on the long side, envelopes will allow the Federal DNA Datebase Unit (FDDU) to keep pace with the high amount and potential increase of samples requiring analysis and storage. The FDDU requires a specific custom size of these envelopes to allow for efficient storage space in the FDDU’s Lektriever Systems. The FDDU currently has a need for these specific envelopes, due to the increasing receipt of the type of DNA that must be stored in the custom envelopes, which caused the stock of envelopes to decrease exponentially. Market research and testing was conducted and while other vendors may provide similar products, Gentueri, Inc. have provided envelopes that meet the specific requirements indicated above. If FDDU fails to obtain these pouches, the unit will need to approach other vendors to provide a compatible pouch and repeat testing with the RFID tags, costing valuable time and hindering the check-in process. The Custom Multi-Barrier Envelopes will be used in accordance with the FDDU Procedures Manual. Gentueri, Inc. is offering the multi-barrier pouch at a fair and reasonable price, thus saving the FDDU a substantial amount of money compared to previous pouches used. Therefore, the recommended source for the purchase of the Custom Multi-barrier Envelopes is Gentueri, Inc. This notice will be distributed solely through the General Services Administration’s beta.SAM.gov website (www.beta.SAM.gov). Interested parties are responsible for monitoring the beta.SAM.gov site to ensure they have the most up-to-date information about this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 – Search, Analytical Laboratory Instrument Manufacturing; the size standard is 1,000 employees. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Diane F. Siani via email only at dfsiani@fbi.gov no later than 3:00 pm (Central) on Thursday, June 10, 2021. Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered. Information received will be used solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with the SAM. Please ensure that your company’s SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
