The FBI requires an ultra-long range aircraft to provide a rapid response to transport DOJ personnel world-wide in support of Counterterrorism and other sensitive FBI investigations. In addition, the aircraft will provide transportation support for the FBI’s Director and Department of Justice’s Attorney General. The proposed aircraft shall be delivered with all required modifications to assume the FBI mission. Combined Synopsis/Solicitation to All Interested Parties: This is a combined synopsis/solicitation to lease a long range aircraft prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Federal Bureau of Investigation (FBI) is issuing request for proposal (RFP) 15F06720R0000051 Long Range Aircraft Lease. This solicitation utilizes policies contained in the Federal Acquisition Regulation (FAR) Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 15, Contracting by Negotiation, as appropriate for this acquisition. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05, updated March 30, 2020. This RFP number is 15F06720R0000051 and shall be reference on all proposals. RFP 15F06720R0000051 is issued as a small business set-aside. The North American Industry Classification System code is NAICE code 481211- Nonscheduled Chartered Freight Air Transportation with a small business size standard of 1,500 employees. Requirements under this solicitation will be awarded pursuant to Federal Acquisition Regulation (FAR) 15 and other specific requirements as outlined in this RFP with attachments.
