This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 15F06719R0000036 and it is issued as a Request for Proposal (RFP). This requirement will be solicited as UNRESTRICTED. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-01. The applicable North American Industry Classification System (NAICS) code is 541990, and the size standard is $15 million. The Federal Bureau of Investigation, Professional Services Acquisition Unit (PSAU), Chantilly, VA intends to establish a single award, firm-fixed price type contract for professional services described in the SOO. Evaluation and Award Methodology: Acquisition of services will be procured in accordance with FAR Part 12 - Acquisition of Commercial Items and Part 13 - Simplified Acquisition Procedures. The Government intends to base award determination on the factors found in section M of the attached RFP (Evaluation Factors). Offerors are advised that the Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award of any contract, by entering the potential awardee DUNS number into each database. Failure to complete the registration will result in elimination from consideration for award. SUBMISSION OF QUOTATIONS: Quotations must be received no later than 10:00a.m. EDT on Friday, March 15, 2019. The anticipated date of award will be approximately May 1, 2019. Quotations will only be accepted by email. All quotations must be sent in .pdf, or .docx format only to the Contracting Officer, Mr. Brian Chrostowski at bchrostowski@fbi.gov. Include the following in your subject line: Propoasal submitted in response to 15F06719R0000036. Quotations must include all documentation to support offeror's ability to provide the requested services. Quote MUST be good for 90 calendar days after close of RFP.
