This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation number is 15DDHQ21Q00000150 and is issued as a Request for Quotation (RFQ). This solicitation includes Federal Acquisition Regulation (FAR) provisions and clauses in effect through Federal Acquisition Circular 2021-06. The NAICS code is 339920, Sporting and Athletic Goods Manufacturing. The small business size standard is 750 employees. This acquisition is set aside exclusively for small business concerns. The Government’s requirement is described as follows: Itemized Line 0001, Resilite Classic RSP-625 Wrestling Mat, dimensions – 42’ x 33’ x 1.25”, quantity – 4 ea., and Itemized Line 0002, Shipping. This acquisition is conducted on a brand name or equal basis. The salient characteristics of Itemized Line 0001 are as follows: (1) Wrestling mat shall be made with a fire-retardant, elastomeric rubber nitrile foam core (mats having a cross link, polyethylene foam are not acceptable); (2) Wrestling mat shall be tested by an independent laboratory in accordance with ASTM F-1081-03, “Standard Specification for Competition Wrestling Mats”. The foam core shall have received a PASS rating of (<) 100 maximum Gmax when tested in accordance with Procedure A of ASTM F-355-01 “Test Method for Shock Absorbing Properties of Playing Surface Systems and Materials”. Mats that do not receive an average G-max range below 100 Gmax are not acceptable. Manufacturer shall be able to provide 3rd party, independent test results upon request; (3) Wrestling mat shall be tested by an independent laboratory in accordance with ASTM F-1081-03, “Standard Specification for Competition Wrestling Mats”. The foam core shall have received a PASS rating of (<) 100 maximum Gmax when tested in accordance with Procedure A of ASTM F-355-01 “Test Method for Shock Absorbing Properties of Playing Surface Systems and Materials”. Mats that do not receive an average G-max range below 100 Gmax are not acceptable. Manufacturer shall be able to provide 3rd party, independent test results upon request; (4) Wrestling mat shall be tested for impact protection using an Electronic Impact Surface Tester such as the Triax 2000, in accordance with ASTM F-1292-04. The wrestling mat shall have a Gmax reading of less than (<) 200 and a Head Injury Criterion (HIC) score of less than (<) 1,000 from a four foot (4’) drop height. Manufacturer shall be able to provide 3rd party, independent test results upon request; (5) Wrestling mat shall be two-sided to provide wrestling areas on both sides of the mat; (6) Wrestling mat foam shall be coated on all sides and edges using a hot-spray #457 Polyvinyl coating for added durability, cleaning purposes and aesthetic appeal. Vinyl fabric-covered mats, or heat-laminated mats are not acceptable; (7) Foam core shall have a compression / deflation of 5.0 – 7.0 psi and meet ASTM testing standard D1056 “Specification for Flexible Cellular Materials-Sponge”; (8) Foam core shall have a tensile (tension) strength of 75 psi or greater and meet ASTM testing standard D412-98a(2002)e1 “Test Methods for Vulcanized Rubber and Thermoplastic Elastomers—Tension”; (9) Foam Core shall have an elongation property of 125% and meet ASTM testing standard D412-98a(2002)e1 “Test Methods for Vulcanized Rubber and Thermoplastic Elastomers—Tension”; (10) Wrestling mat shall have built-in Microban® antimicrobial product protection against microbes such as bacteria, mold and mildew that cause stains and odors; (11) Wrestling mat shall be guaranteed at least 3 years from the date of shipment; (12) Wrestling mat should be able to be reconditioned in the future, if needed; and (13) Mat storage tubes and straps shall be provided. This acquisition does not have a Defense Priorities and Allocations System (DPAS) rating. The desired delivery date is 9/30/2021 and the delivery point is the DEA Training Academy, 2500 Investigation Parkway, Quantico, VA 22135. Provisions and clauses applicable to this solicitation are marked in the Attachment, “DEA Provision and Clause Matrix—Commercial Items.” Award will be made on the basis of lowest total price quoted by a responsible and eligible vendor whose quote meets all of the salient characteristics specified in this solicitation. Quotes must include the following information: (i) the information specified in FAR provision 52.212-1, Instructions to Offerors-Commercial Items; (ii) the completed FAR representations identified in pages 3 and 4 of the Attachment; (iii) pricing for Itemized Lines 0001 and 0002; and (iv) sufficient information, such as descriptive literature, specifications, and product testing information, to enable the Government to determine if the products quoted meet or exceed the salient characteristics specified in this solicitation.
