This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for proposal (RFP) reference number 15DDHQ20R00000021. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-05. This procurement is unrestricted, full and open competition pursuant to FAR 12.6 and FAR 15, Negotiation. The applicable NAICS code is 541519, Other Computer Related Services, and the small business size standard is $30 million. A list of line item number(s) and items, quantities, and units of measure (including option(s) are specified in the attached Schedule. The government requires Pharmacy Prescription Data Software Licenses and Annual Maintenance as described in the Statement of Work included in the RFP, attached. The estimated period of performance is one year plus four one year options beginning date of award. Delivery will be to DEA Headquarters, Springfield, Virginia (FOB Destination). Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Evaluation will be based on the Best Value Trade Off method as specified in Section 8 of the RFP, attached. Offeror is to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition plus additional FAR clauses cited in the RFP, attached.
