This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 1. The Drug Enforcement Administration, Office of Forensic Sciences is issuing solicitation number 15DDHQ19Q00000046 as a request for Lean Six Sigma Green-Belt training and certification designed for developing forensic specialists. This solicitation is issued as a request for quotation (RFQ). 2. The solicitation document incorporated provisions and clauses in effect through Federal Acquisition Circular dated: January 22, 2019 and found at https://www.acquisition.gov/content/part-52-solicitation-provisions-and-contract-clauses. 3. The associated NAICS code 611430 - Professional and Management Development Training and small business size standard is $11,000,000, this requirement is unrestricted in the open market and not set aside for small business. 4. Description of requirements: In an effort to institutionalize lean six sigma practices in the laboratory system, the Office of Forensic Sciences seeks to train 23 individuals across the country (from both laboratories and headquarters) in the principles of lean six sigma (LSS) such that at the conclusion of the training, successful participants will receive green-belt certification. The government seeks training that teaches LSS principles while incorporating considerations unique to a federal, forensic laboratory setting (materials included). The government anticipates the training to be a mix of classroom training in the Washington, D.C. area and on-line sessions. The training will include completing LSS projects at each location; directly contributing to efficiency gains of the organization. The final project presentations will also be in a classroom setting. 6. Period of Performance: May 30, 2019 through September 30, 2019 7. Place(s) of delivery and acceptance and FOB point. 8.
