The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) Services and Home Confinement Services or Day Reporting Center (DRC) services for male and female Federal offenders held under the authority of United States Statutes located within Chittenden County, Vermont. The Home Confinement radius: State of Vermont. This will be for an indefinite delivery, indefinite quantity type contract with firm fixed unit prices. The RRC requirement will consist of a guaranteed minimum of 10 beds and a maximum of 23 beds (21 male beds and 2 female beds) for the One-year Base Period and each of the Four One-year Option Periods. The Home Confinement requirement will consist of a guaranteed minimum of 5 placements and a maximum 11 placements to include both males and females for the Base Period and each of the Four One-year Option Periods. The DRC requirement will consist of a guaranteed minimum of 6 placements and a maximum of 15 placements to include both males and females for the One-year Base Period and each of the Four One-year Option Periods. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government. RFP-15BRRC25R00000016 will be available on or about March 21, 2025, and it will be distributed solely through the Government Point of Entry website at www.sam.gov. Hard copies of the solicitation will not be available. The site provides downloading instructions. Future information about this acquisition will also be distributed through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This RFI is being issued to determine whether or not there are qualified sources that will be able to meet the requirements of this intended upcoming solicitation. This RFI is for Day Reporting Center (DRC) services or Residential Reentry Center (RRC) to include Home Confinement (HC) placements for male and female offenders in the state of Vermont within the city limits of Burlington, Vermont. The geographical radius for home confinement placements is for the entire state of Vermont. The solicitation is anticipated to be for an IDIQ contract. There will be a guaranteed minimum and an estimated maximum number of placements, to include in-house and HC residents. It is anticipated that all services will be solicited under a single procurement and will require that the successful offeror provide all services. The requirement is anticipated to be for an estimated maximum of 15 HC placements, 19 in-house RRC beds, or 15 DRC placements. The geographical radius for HC placements or DRC will be the entire state of Vermont. At this time, we can neither foresee nor predict any factors that would precipitate a change. The Bureau would like input from providers of services in the community as to the feasibility of providing these services in this geographical area for RRC and HC or DRC.
