Purpose The Federal Bureau of Prisons (BOP) is issuing this Request for Information (RFI) to gather industry feedback, insights, and innovative ideas for expanding the use of home confinement as a form of community-based custody. Specifically, we seek cost-effective, scalable, and secure alternatives to traditional brick-and-mortar Residential Reentry Centers (RRCs) and Day Reporting Centers (DRCs) that can support eligible individuals placed on home confinement under statutory authority, including the First Step Act (FSA) and the Second Chance Act (SCA). This RFI is part of ongoing market research and does not constitute a solicitation or a commitment by the Government to issue a future solicitation. 2. Background The BOP is committed to ensuring safe and effective reentry services while addressing growing fiscal constraints. Historically, home confinement placements have been administered through RRC contractors, relying heavily on in-person supervision and facility-based services. As budgetary pressures increase and expectations for early community placement expand, the BOP is evaluating new methods of administering home confinement that may reduce infrastructure costs, improve flexibility, and better leverage community resources and technology. Challenges currently faced include: Rising RRC/DRC contractor costs Limited availability of providers in rural/geographically underserved areas Increased demand for pre-release custody placements Constraints on BOP’s ability to fund expansion through traditional means 3. Information Requested The BOP invites interested stakeholders to respond to the following: A. Innovative Delivery Models What alternative models or technologies could be used to monitor and support individuals on home confinement without relying on a physical facility? Are there evidence-based practices or hybrid models that combine virtual supervision, telehealth, or mobile engagement? How can these models maintain or improve security, compliance, and programming participation? B. Cost-Reduction Opportunities What approaches have you used to reduce operational costs while maintaining program quality and public safety? Are there scalable models that could reduce the per diem rate of home confinement placement? How can administrative burden on BOP staff be reduced while ensuring compliance and oversight? C. Services & Supports What types of case management, employment assistance, behavioral health, or treatment services can be provided virtually or in-home? What partnerships with local or national organizations could help expand service reach? D. Oversight and Accountability What tools or platforms could be used to support remote compliance monitoring (e.g., geofencing, video check-ins, biometric tools)? How can industry ensure transparency, data reporting, and measurable outcomes? E. Challenges and Barriers What regulatory, funding, or logistical barriers might prevent broader adoption of alternative home confinement solutions? What can the BOP do to support innovation while ensuring accountability? 4. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Bureau is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it may be synopsized on the SAM.gov website. It is the responsibility of the potential offeror to monitor these sites for additional information pertaining to this requirement. What should be included in your response: • Do submit comments that address the Government’s requirements, assumptions, conditions, or contemplated approaches. • Do submit information and suggestions that may encourage new, different or innovative approaches that would result in direct cost savings to the Government. What should not be included in your response: • Do not submit proposals or offers. • Do not submit white papers, brochures or other company marketing materials. • Do not submit requests to be considered for award or to be notified of a future solicitation. • Do not submit requests to be added to a mailing or distribution list. • Do not submit questions or comments not related to this RFI. • Do not respond via telephone. Please be advised that providing responses to these questions will not automatically include you in the acquisition process for the upcoming solicitation. In addition, this RFI is intended solely for the use to improve communications between potential contractors and the Bureau. If for some reason, the responses are requested by outside parties (i.e. FOIA request), the information is not protected as source selection information (FAR 2.101 and 3.104). If you intend for the information to be exempt from disclosure under FOIA Exemption 4, please indicate this in your response and on each page you want exempt. Furthermore, indicate that your response is proprietary information that may not be used, reproduced, or disclosed to any other parties for any purpose without expressed written permission. Any information received will become the property of the Government and will not be returned to the submitter.
