THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT PROPOSALS. The Federal Bureau of Prisons (Bureau), Administration Division, Acquisition Branch, Residential Reentry Contracting, located in Washington, DC, anticipates issuance of solicitation for a nationwide healthcare delivery system designed to provide a comprehensive model of medical care to federal inmates in Residential Reentry Centers (RRC) or Home Confinement. The Bureau contracts with RRC’s, also known as halfway houses, to provide assistance to inmates who are nearing release. RRCs provide a safe, structured, supervised environment, as well as employment counseling, job placement, financial management assistance, and other programs and services. RRC’s help inmates gradually rebuild their ties to the community and facilitate supervising ex-offenders’ activities during this readjustment phase. The RRC’s are located in all 50 states of the United States and Puerto Rico. A list of RRC’s is available at BOP: Residential Reentry Management Centers. There are approximately 15,000 inmates housed within the community. The number of inmates housed in this manner is captured in the Bureau’s weekly population report under the heading “other type of facilities,” available at www.bop.gov under ‘Population Statistics.” The Bureau has conducted extensive market research and acquisition planning in the past year. The market research efforts included: Issuing two Requests for Information/Sources Sought. Conducting Industry days. Conducting one-on-one sessions. Meeting with the Department of Veterans Affairs. Meeting with Office of Procurement & Logistics. Extensive internet searches. However, as the Bureau inmate population changes, the Bureau is looking toward the market to help us determine the best pricing model for the comprehensive healthcare services we require. This is not a solicitation, and the Bureau is not requesting pricing. Instead, the Bureau is merely asking for prospective contractors that know the private sector market; have skill in negotiating with providers that can deliver and maintain a network of physicians, institutions, and ancillary services (e.g., insurance marketplace vendors) that believe they can meet or exceed the requirements as outlined in the draft Performance Work Statement (PWS/attached); and to provide what they propose to be the best pricing model structure to be used in the Schedule of Items that will accompany the final PWS in the solicitation. The Bureau is requesting samples of how you would construct the Schedule of Items based on your proposed pricing model. This population of inmates fluctuates based on sentencing guidelines and new legislation. As a result, the Bureau must be innovative in meeting the healthcare needs of this unique population to ensure we are cost-effective. Information received will be reviewed, and the Bureau will determine what pricing model and Schedule of Items line structure will be used to solicit the upcoming medical services. A resulting contract from the solicitation may consist of a Base Year and nine (9) 12-month option years. The solicitation is expected to be available on or about December 5, 2022, and it will be distributed solely through the General Services Administration’s official website for contract opportunities SAM.gov. The Bureau anticipates issuance of a solicitation for multiple award firm-fixed-price, indefinite delivery, indefinite-quantity (IDIQ) type contracts for the medical services. However, the Government reserves the right to make an award to a single provider if it’s deemed to be in the best interest of the Government. All questions and responses to the pricing model and schedule of items must be submitted to lfaytaren@bop.gov and mbodine@bop.gov by October 20, 2022. The answers to the questions will be posted on SAM.gov on or about October 28, 2022. Answers will only be provided through SAM.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) system.
