Pre-Solicitation Notice: Request for Proposal (RFP) - 15BRRC22R00000009 Residential Reentry Center Services and Mothers and Infants Together (MINT) Program Located within the City Limits of Tallahassee, Florida and Home Confinement Radius within 150 Miles of RRC Facility The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds), Home Confinement services (home confinement placements), and MINT program services for male and female Federal offenders held under the authority of United States Statutes Residential Reentry Center Services located within the city limits of Tallahassee, Florida and Home Confinement radius within 150 miles of RRC facility. The RRC services for in-house RRC beds, the Home Confinement services for home confinement placements, and MINT program services shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled, “Residential Reentry Center, March 2022 Final” and “SOW MINT Chapter 25 2022 Final”. Home Confinement services (for home confinement placements) are specifically defined in chapter 10, programs, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be a Firm-Fixed Price/IDIQ contract for services with a one year base period, and four one-year options periods. The RRC In-House requirement will consist of a guaranteed minimum 12 beds (8 males and 4 females / 4,380 inmate days/year; 4,392 inmate days/leap year) and an estimated maximum 30 beds / 10,950 inmate days/year; 10,980 inmate days/leap year) facility in which 24 beds will be designated for males and 6 beds designated for females. The Home Confinement requirement will consist of a guaranteed minimum 10 placements (3,650 placement/year; 3,660 placement/leap year) and an estimated maximum 25 placements (9,125 placement/year; 9,150 placement/leap year) to include both male and female. The MINT requirement will consist of a guaranteed minimum 2 beds (730/inmate days/year; 732/inmate days/leap year) and estimated maximum 6 beds (2,190 inmate days/year; 2,196 inmate days/leap year). It is the intent of the Government to award these three line items (RRC in-house beds, home confinement placements, and MINT services) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government. 15BRRC22R00000009 will be available on or about June 24, 2022, and it will be distributed solely through the General Services Administration's Federal Business Opportunities website at https://SAM.gov.
