Residential Reentry Center Services Located within the Limits of Detroit City, Wayne County, Michigan, and Home Confinement Services within 150 Miles Radius of the Facility for Female Federal Offenders The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds) for female Federal offenders and Home Confinement services (home confinement placements) for female Federal offenders held under the authority of United States Statutes in Michigan. Residential Reentry Center Services located within the limits of Detroit City, Wayne County, Michigan, and Home Confinement services within 150 miles radius of the facility. Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled, “Residential Reentry Center, July 2020”. Home Confinement services (for home confinement placements) are specifically defined in chapter 10, programs, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be a Firm-Fixed Price/IDIQ contract for services with a one year base period, and four one-year options periods. The RRC In-House requirement will consist of a guaranteed minimum 6 beds (2,190 inmate days/year; 2,196 inmate days/leap year) and an estimated maximum 14 beds (5,110 inmate/year; 5,124 inmate days/leap year) facility in which designated for females. The Home Confinement requirement will consist of a guaranteed minimum 3 placements (1,095 placements/year; 1,098 placements/leap year) and an estimated maximum 7 placements (2,555 placements/year; 2,562 placement/leap year) in which designated for females. It is the intent of the Government to award both line items (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government. 15BRRC21R00000337 will be available on January 11, 2021, and it will be distributed solely through the General Services Administration's Federal Business Opportunities website at https://beta.SAM.gov.
