The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services, Home Confinement services (home confinement placements) for male and female Federal offenders and Mothers and Infants Together (MINT) Program services for female Federal offenders held under the authority of United States Statutes located within 50 miles of Sacramento County, California. This will be for an indefinite delivery, indefinite quantity type contract with firm fixed unit prices. Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work entitled, "Residential Reentry Center, April 2017, Revision 1 – April 2019”. The RRC In-House requirement will consist of a guaranteed minimum of 25 beds in which 20 will be designated for males and 5 will be designated for females and an estimated maximum of 50 beds in which 40 beds will be designated for males and 10 beds designated for females for the One-year Base Period and each of the Four One-year Option Periods The Home Confinement requirement will consist of a guaranteed minimum of 5 placements and an estimated maximum of 10 placements to include both males and females for the One-year Base Period and each of the Four One-year Option Periods. The Home Confinement Radius will be within 50 miles of Sacramento County, California. The MINT services shall be in accordance with the Federal Bureau of Prisons Statement of Work entitled, "Residential Reentry Center Mothers and Infants Together (MINT), April 2017, Revision 1 – April 2019”. The MINT requirement will consist of a guaranteed minimum of 3 beds which will designated for female offenders and an estimated maximum of 5 beds for the One-year Base Period and each of the Four One-year Option periods. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government. The Bureau of Prisons will entertain proposals on any combination of in-house beds, home confinement placements, and MINT placements, however the offeror must bid on at least a minimum of 10 in-house beds. The guaranteed minimum number of beds will be calculated at 50 percent of the estimated maximum number of beds. 15BRRC20R00000290 will be available on or about February 24, 2020, and it will be distributed solely through the Government Point of Entry website at http://www.beta.sam.gov.
