The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds) and Home Confinement services (home confinement placements) for female Federal offenders held under the authority of United States Statutes located within the city limits of Washington, District of Columbia. Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled, "Residential Reentry Center, Revision 1, April 2019" (see attached). Home Confinement services (for home confinement placements) are specifically defined in chapter 10, Programs, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be an indefinite delivery, indefinite quantity type contract with firm fixed unit prices for Line Items 1 and 2. For the Home Confinement requirement for home confinement placements, female quantities have an estimated number of inmate days. For Line Item 1, the guaranteed minimum quantities and estimated maximum quantities for the RRC services for the in-house RRC beds requirement are as follows: · Base Year: The guaranteed minimum number of inmate days is 5,490 (0 males and 15 female) with an estimated maximum number of inmate days of 12,810 (0 males and 35 females); · Option Year 1: The estimated maximum number of inmate days is 12,810 (0 males and 35 females); · Option Year 2: The estimated maximum number of inmate days is 12,775 (0 males and 35 females); · Option Year 3: The estimated maximum number of inmate days is 12,810 (0 males and 35 females); · Option Year 4: The estimated maximum number of inmate days is 12,775 (0 males and 35 females); For Line Item 2, the guaranteed minimum quantities and estimated maximum quantities for the home confinement services for the home confinement placement requirement are as follows: · Base Year: The guaranteed minimum number of home confinement placements is 2,196 (6 placements onto home confinement) with an estimated maximum number of home confinement placements of 4,392 (12 placements onto home confinement); · Option Year 1: The estimated maximum number of home confinement placements is 4,392 (12 placements onto home confinement); · Option Year 2: The estimated maximum number of home confinement placements is 4,380 (12 placements onto home confinement); · Option Year 3: The estimated maximum number of home confinement placements is 4,392 (12 placements onto home confinement); · Option Year 4: The estimated maximum number of home confinement placements is 4,380 (12 placements onto home confinement); 15BRRC19R00000243 will be available on or about November 8, 2019 and it will be distributed solely through the General Services Administration’s Federal Business Opportunities (FBO) website http://www.fbo.gov. It is the intent of the Government to award all line items (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders.
