This procurement is being conducted in accordance with the ordering procedures at Federal Acquisition Regulation (FAR) Subpart 8.4 – “Federal Supply Schedules” under FAR 8.405-6 –“Limiting Sources” and FAR 8.405-6(a)(1)(i)(C) – “In the interest of economy and efficiency, The new work is a logical follow-on to an original Federal Supply Schedule order.” The Bureau requires a digital marketing recruitment and technology solutions tool to assist in recruiting skilled volunteers through digital marketing and enhanced technology. The Bureau has invested a substantial amount of funds in developing this system with Accenture Federal Services, LLC (Accenture), who has already conducted the research for deployment of the Digital Marketing and Recruitment tool. The Bureau considered whether other contractors could step in and perform this work without undue risk of delay and increased costs, but ultimately we concluded Accenture is best positioned to continue and complete the requirements that are currently underway. Awarding to a different vendor would be cost and time prohibitive to the Agency. Accenture has an intimate knowledge of our internal information technology networks. They have already received DOJ approval to access our internal networks securely to assist the Bureau in providing, not only access for the public to view volunteer opportunities, but also an internal mechanism that is utilized by RACs to monitor all volunteer requirements.
