The Federal Bureau of Prisons (FBOP), Federal Correctional Institution McDowell located at 101 Federal Drive in Welchy, WV 24801 intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, and incidentals to replace and upgrade the Omron Programmable Logic Controller (PLC) system computers utilizing touch screen technology and integrate with NiceVision for camera call ups, all PC must be Windows 10 OS or later. The contractor is responsible for programming PLC points for camera call up functionality through NiceVision VMS and providing new (4) HP workstations for PLC controls (4) HP touchscreen monitors, and (1) spare workstation. All manufacturers’ recommendations will be required to be implemented. All equipment specified in this statement must be brand name or an equal product. Should your firm choose to submit an equal product, you must submit all technical specification of the equal product to be analyzed and a technical determination issued with acceptance/non-acceptance. The BOP intends to make an award within 30 days of solicitation closing date. All contract work must be completed within (12) twelve months of award date. The North American Industrial Classification System (NAICS) code for this project is 238990 with a corresponding small business size standard of $16.5 million. Firms larger than this average will be required to submit a small business subcontracting plan if selected to submit a proposal unless the services will be completed fully in-house by the firm for the entire contract duration. Interested entities must be registered in the System for Award Management (SAM) at www.sam.gov. NAICS code 238990 must be included, where applicable, in the registrations. The products abd services shall be in accordance with the Statement of Work. This solicitation will be distributed solely through the www.sam.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date will be on or about September 6, 2022, at 2:00 pm ET. The BOP anticipates awarding a firm-fixed-price contract. All responsible business concerns may submit a quote which will be considered by this agency. Contract Pricing This acquisition will be procured in accordance with FAR Part 12 – Acquisition of Commercial Items and Part 13 – Simplified Acquisition Procedures. The Government intends to make a single award to a quoter, pursuant to an affirmative determination of responsibility, whose quotation, conforming to the solicitation, is determined to be the best value to the Government considering price, past performance history and Technical Capabilities. Price: Price shall be evaluated utilizing the total aggregate pricing offered by the quoter. Past Performance: The Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov will be utilized to evaluate past performance history. Technical Capabilities: Vendor shall show a history of similarly executed contracts in the field of Electrical Contracting.
