The BOP is a large agency with approximately 37,000 employees located at over 130 duty stations across the United States and Puerto Rico. The nature of corrections requires annual recertification via locksmith training with emphasis on locks/lockpicking/repair services in a correctional setting. Training is to take place at the Management and Specialty Training Center in Aurora, CO. Performance periods under this contract will be for a one-year base period estimated to begin on June 1, 2022, with four (4) one-year option periods, with services ending (if all options years are renewed) on May 31, 2027. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three, and Option Year Four. The estimated requirements for Locksmith Training services includes: Base Year: Two training classes/Year @ up to 20 students per class Option Year 1: Two training classes/Year @ up to 20 students per class Option Year 2: One training classes/Year @ up to 20 students per class Option Year 3: One training classes/Year @ up to 20 students per class Option Year 4: One training classes/Year @ up to 20 students per class The services shall be in accordance with the Statement of Work. This solicitation will be distributed solely through the General Services Administration’s beta.sam.gov. Hard copies of the quotation will not be available. The estimated closing date will be on or about May 13, 2022, at 2:00 pm ET. The BOP anticipates awarding a firm-fixed-price contract. All responsible business concerns may submit a quote which will be considered by this agency. Contract Pricing Services are required to be provided in accordance with specifications set forth in the Statement of Work in this solicitation. Products and Services are required to be provided by the contractor in accordance with specifications set forth in this solicitation. This acquisition will be procured in accordance with FAR Part 12 – Acquisition of Commercial Items and Part 13 – Simplified Acquisition Procedures. The Government intends to make a single award to a quoter, pursuant to an affirmative determination of responsibility, whose quotation, conforming to the solicitation, is determined to be the best value to the Government considering price, past performance history and Technical Capabilities. Price: Price shall be evaluated utilizing the total aggregate pricing offered by the quoter (base year plus all option years). Past Performance: The Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov will be utilized to evaluate past performance history. Technical Capabilities:Vendor shall show a history of similarly executed contracts in the field of Locksmith Training and certification.
