NOTICE OF JUSTIFICATION The Federal Bureau of Prisons (Bureau) hereby submits a notice of a sole source, fixed-price purchase order, using Simplified Acquisition procedures to Georgetown University, located at 37th and O St. N.W., Washington, DC 20057. The contract action is for the Georgetown University Law Center, O’Neil Institute, to conduct a thorough analysis and draft of a research white paper to support the Jails Technical Assistance and Training Support Working Group (JSWG) by analyzing the DOJ’s Civil Rights Division and filings against various jails across the country. Other than full and open competition is being conducted in accordance with FAR 13.501. This announcement constitutes the only announcement for this requirement. Quotations are not being requested and a written solicitation will not be issued. The determination not to compete is solely the Government's discretion.
