The Federal Bureau of Prisons (Bureau) National Acquisitions Section (NAS), Washington, DC intends to make multiple awards of a firm-fixed price, requirements contract for a SCORM compliant Learning Management System (LMS) which supports, even extends, the literacy, as well as, Career Technical Education programming, classroom instruction, and HSE and Career Technical Education certification testing bureau-wide to one or more qualified vendors. The quantities identified for each period are estimates and may vary, depending on the needs of the Bureau. Services shall be made only through individual task orders. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued as Request for Proposal (RFP) 15BNAS19RCA0130. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03. The North American Industry Classification System Code (NAICS) is 611710 which has a size standard of $15.0 millions of dollars. Please see the attached solicitation documents: combined synopsis/solicitation Schedule of Items Statement of Work Evaluation Criteria Business management Questionnaire Past Performance Questionnaire Bank notification Letter Subcontracting Plan Submission of offers Amendment 0001, the purpose of this amendment is to update the Schedule of items and provide answers to the questions. Please see the attached Q&A and updated Attachment I Schedule of Items. Amendment 0002 is hereby issued to re-open the solicitation exclusively for the Career Technical Education (CTE) Learning Management System and content section of the Statement of Work (SOW). Amendment 0002 is specific for the following sections of the SOW: • Learning Management System o Section #3 Career Technical Education o Section #6 Reporting o Section #7 Additional LMS Features (that apply to CTE) • Support • Professional Development • Miscellaneous • Technical Requirements Response to Amendment 0002 must be received no later than 12:00 p.m. EST on Friday, August 30, 2019. All Questions concerning to Amendment 0002 must be emailed to lfaytaren@bop.gov no later than 12:00 p.m. EST on Wednesday, August 28, 2019. The subject line of the email must state "15BNAS19RCA0130 Offeror Amendment 0002 Questions, Education LMS-(Company Name)." All answers will be posted in writing on FBO. Questions will not be answered verbally or individually Amendment 0003 is to clarify amendment 0002 and attached Q&A #2. Amendment 0002 is only for the Career Technical Education (CTE) Learning Management System (LMS) and content section (#3) of the Statement of Work (SOW). The purpose of amendment 0002 is to allow the offeror to provide proposal specific to the CTE requirement. This is in reference to the following section of the existing SOW (Attachment II): Learning Management System, Career Technical Education, Section 3 Career Technical Education LMS shall include the following: o Section #6 Reporting (Attachment II, SOW, p.5) o Section #7 Additional LMS Features (that apply to CTE) (Attachment II, SOW, p.8) ? Support (Attachment II, SOW, p.9) ? Professional Development (Attachment II, SOW, p.9) ? Miscellaneous (Attachment II, SOW, p.10) ? Technical requirements, (Attachment II, SOW, p.11) Response to Amendment 0002 shall only address the CTE section of the SOW. Any response other than CTE will be rejected. If an offeror has submitted a proposal dated August 19, 2019 (original response date), Offeror may revise their pricing in responding to amendment 0002.
