The Federal Bureau of Prisons (Bureau) National Acquisitions Section (NAS), Washington, DC intends to make a single award of a firm-fixed price, requirements contract for certification of compliance with the Prison Rape Elimination Act (PREA) of 2003 standards for all institutions of the Bureau located in the 48 contiguous states, Hawaii and Puerto Rico. The quantities identified for each period are estimates and may vary, depending on the needs of the Bureau. Services shall be made only through individual task orders. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued as Request for Proposal (RFP) 15BNAS19RCA0126. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02. The North American Industry Classification System Code (NAICS) is 541990 which has a size standard of $15.0 millions of dollars. The Schedule of Items (Attachment I) and the Statement of Work (SOW) (Attachment II) provides and lists descriptions of the required items with quantity estimates. The contractor shall commence full performance of services under this contract upon award of the contract. In accordance with FAR 46.503 and 46.403(a)(6), the place of acceptance for services under this contract is at the destination, various Bureau locations throughout the U.S, Hawaii, and Puerto Rico. The periods of performance of the resulting contract shall be as follows: Base period: October 1, 2019 to September 30, 2020 Option Period 1: October 1, 2020 to September 30, 2021 Option Period 2: October 1, 2021 to September 30, 2022 Option Period 3: October 1, 2022 to September 30, 2023 Option Period 4: October 1, 2023 to September 30, 2024 Option to Extend Services: October 1, 2024 to March 31, 2025 Attachments: combined synopsis/solicitation Schedule of Items Attachment I Statement of Work Attachment II Evaluation Criteria Attachment III Business management Questionnaire Attachment IV Past Performance Questionnaire Attachment V Bank notification Letter Attachment VI Submission of offers Attachment VII
