This solicitation package has been prepared by the Federal Bureau of Prisons, Western Regional Office, for the procurement of ammunition. This solicitation contains all necessary information for submitting a quote for evaluation for providing the required equipment. The location for delivery is FDC Honolulu, 351 Elliot St, Honolulu, HI 96819. In submitting quotes, quoters should consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning the content, format, and submission of quotes. All potential quoters are advised that this solicitation includes FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, which requires all contractors doing business with the Federal Government to be registered in the System for Award Management (SAM) database. Quoters should include their unique entity identifier (UEI) number in their quotes. The NAICS code associated with this solicitation is 332992 with a size standard of 1,250 employees. This is a total small business set aside requirement. Quoters must have this NAICS code on the SAM registration and meet the applicable size standard. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee’s UEI into the SAM database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award. Quotes will be evaluated utilizing a tradeoff best value determination in accordance with FAR Part 13. Factors reviewed will include past performance, technical specifications, price, and delivery schedule. Quotes shall be submitted electronically via email to pford@bop.gov. The subject line of the email must contain the solicitation number. This is the only method of submission authorized and quotes provided via any other method will not be accepted. The deadline for quote submission is Thursday, August 11, 2022 by 8:00 am HST. It is highly recommended that quoters verify their quote was received after it is submitted. Quotes received after the deadline for receipt of quotes will be handled in accordance with FAR 52.212-1(f).
