The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX, intends to issue solicitation 15BFTD21Q00000006, for the provision of Plumbing & HVAC Vocational Training located at Federal Correctional Institution (FCI), Fort Dix, New Jersey. The Contractor shall these services at Federal Correctional Institution, Fort Dix, located at 5756 Hartford & Pointville Rd, Joint Base MDL, NJ 08640 on the West compound in the Low security FCI. A session is defined as one hour. The contractor will normally provide 7 (1) hour sessions per day, 5 days per week, excluding Federal Holidays. Work hours will normally be between 7:30 AM to 3:30 PM with a 30-minute unpaid lunch break. These hours may be adjusted to meet the needs of the institution. The contractor shall not normally exceed 35 hours per week. Both programs will consist of an estimated 960 sessions. The Supervisor of Education shall determine the number of enrollments not to exceed 20 students at any one time. This will be an estimated total of 19,200 sessions per year (960 sessions * 20 inmates = 19,200) for each program. Please see further details in the attached Statement of Work. The contract type is an indefinite delivery/requirements contract with firm-fixed unit price. The award will be made to the responsible vendor or individual who submits the most advantageous quote to the Government based on price related factors only. Services will be performed for a base period from July 1, 2021 to June 30, 2022, and each option year shall be 12 months in duration, in consecutive order, if exercised, at the unilateral right of the Government. Services are required to be provided by the contractor in accordance with the Statement of Work (SOW). The solicitation will be available on or about February 23, 2021 and will be distributed solely through the beta.SAM’s website at www.beta.SAM.gov. The Supervisor of Education will screen potential students to the greatest degree possible to omit students eligible for release or transfer within the time from of the scheduled class. The Supervisor of Education will replace students that drop the program with new students on a one-for-one basis up through the first month of scheduled classes. Dropped, transferred, or removed students after the first month of class will not be paid for by the government. The contractor will provide the following supplies, equipment, and curriculum materials: Textbooks. The contractor will make recommendations to the Supervisor of Education pertaining to the selection and purchase of additional supplies and equipment. The institution will provide the following supplies, equipment, and curriculum materials: Plumbing and HVAC equipment and supplies, tools. The base period of performance will be from July 1, 2021 to June 30, 2022 with 4 (four) 12-month option years in consecutive order, if exercised, at the Government’s unilateral right. A Government solicitation document to provide these services is being developed, and a contract may or may not result. Market research is being conducted to determine interest and capability of potential sources for this requirement.
